We comply with applicable federal civil rights laws and do not discriminate on the basis of race, color, national origin, age, disability, or sex.
We provide free language assistance and auxiliary aids to anyone with limited English proficiency or a disability, at no cost.

1. Our nondiscrimination commitment

We do not discriminate, exclude, or treat anyone differently in connection with our health programs, services, or activities. This applies to all individuals regardless of race, color, national origin, age, disability, sex, gender identity, or sexual orientation.

This commitment extends to all services we provide and administer, including our Medicare Advantage network, care management programs, provider communications, and billing and administrative functions.

2. Legal basis

Our nondiscrimination policy is grounded in federal and California state law. Section 1557 of the Affordable Care Act prohibits discrimination in health programs receiving federal financial assistance. Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, and national origin. Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act protect individuals with disabilities and require effective communication and accessible services.

Additional protections come from the Age Discrimination Act of 1975, CMS Medicare Advantage regulations requiring nondiscriminatory access for all Medicare beneficiaries, and California Government Code Section 11135, which prohibits discrimination in state-funded programs.

3. Free language assistance services

If you have limited English proficiency, we provide free language assistance at no cost to you. You have the right to receive services in your preferred language. This includes oral interpretation through in-person or telephone interpreters for medical appointments and care coordination calls, as well as written translation of key documents upon request.

Languages commonly spoken in our service area include Spanish, Tagalog, Vietnamese, Chinese (Cantonese and Mandarin), Korean, Armenian, Farsi, Russian, Arabic, and Hindi, among others.

To request an interpreter or translated document, please contact us before your appointment or service date using the information in Section 6 below.

4. Accessibility & auxiliary aids

We provide free appropriate auxiliary aids and services to individuals with disabilities to ensure effective communication. These include qualified sign language interpreters, written materials in large print, Braille, or audio format upon request, accessible electronic communications, and TTY/TDD services for individuals who are deaf or hard of hearing.

We do not require individuals to bring their own interpreter or rely on a minor child to interpret, except in emergency situations where no qualified interpreter is immediately available.

5. Grievances & complaints

If you believe we have failed to provide these services or have discriminated in any way, you may file a grievance with our Civil Rights Coordinator in person, by mail, or by email. We will not retaliate against anyone who files a grievance in good faith.

You may also file a civil rights complaint directly with the U.S. Department of Health and Human Services Office for Civil Rights at 200 Independence Ave SW, Washington, D.C. 20201, by calling 1-800-368-1019 (TDD: 1-800-537-7697), or online at hhs.gov/ocr/complaints.

6. Contact our Civil Rights Coordinator

As required by Section 1557 of the Affordable Care Act, the following notice is provided in the primary languages spoken in our service area:
